The various project updates are as follows:

Parallel TW Extension and RW Lighting Rehab.

  1. Paving, striping, electrical installations and general site cleanup was completed during last week’s three day shut down.
  2. Outstanding items of work include the following:
  3. Topsoil placement, grading, and seeding.
  4. Final striping – to be completed after October 17thweather permitting.
  5. New beacon pole and beacon to be installed once pole is delivered – manufacturer delay on pole.
  6. Taxiway reflectors will be placed on the new extension today and next week.
  7. Site grading to facilitate installation of TW sign at TW A3.
  8. Complete 4-box PAPI installation and FAA commissioning (tentatively scheduled for October 22nd.
  9. Misc. clean up and ancillary items as reflected on MMI’s initial preliminary punch list (concrete spall repair, irrigation riser capping, misc. fencing, misc. lighting (flush mount light fixture, caution zone lighting lense on one or two lights, permanent light can lids, misc. wire removal, etc.)).
  10. MMI intends to provide a comprehensive preliminary punch list by mid next week.

Access Road and Apron Rehabilitation

  1. Paving, striping, electrical installations and general site cleanup was completed during last week’s three day shut down.
  2. Outstanding items of work include the following:
  3. Complete millings pad (tack north millings pad).
  4. Topsoil placement, grading, and seeding.
  5. Misc. fencing improvements.

AWOS III Relocation and Equipment Upgrades

  1. Installation of the power feed has been completed.
  2. Removal of the dilapidated farm fence, and installation of new has been completed.
  3. Installation of the chain link fence posts and animal control fence posts are being completed this week.
  4. Installation of the AWOS foundation and equipment is pending manufacturer (Vaisala) supply of equipment.  It is hopeful that we will get the foundations in place in the next couple weeks.  Vaisala may be out as far as next spring until all equipment is ready for installation.

Irrigation Main Bypass

  1. All of the main is in place, aside from the west end tie in.  The transition coupling should be delivered today.
  2. Topsoil placement, grading, and seeding.

Weekly construction update as follows:

Please excuse the absence of an update from last week.  Personnel requirements in the field precluded getting a timely update out to everyone.

Parallel TW Extension and RW Lighting Rehab.

  1. The import of P-154 sub-base material has been completed, and the majority of the P-209 base course material is in place, compacted, and has been blue topped for grade.  We project that the P-209 will be completed next week on the parallel taxiway and prime is expected to be applied either late next week, or just after Labor Day.
  2. We will be further coordinating the paving schedule next week, but paving is tentatively scheduled to occur the week of September 8th.  This would be the next time period that the contractor would utilize their last remaining airport wide 3-day shutdown.
  3. The majority of site grading has been completed and topsoil has been placed across much of the area.  Grading and final shaping of areas will be on going for several weeks to come.
  4. Mountain West Electric has completed the installation of all of their conduit and cans.  The runway light fixtures have been installed, and the rehabilitation of the lighting at the south end of the runway is on-going (conductor and transformers are being replaced, and grounding improvements installed.  This is expected to continue into next week in order to complete all the necessary work within the runway safety area, although we don’t expect that the runway will be shut down for all nights next week.  Shutdowns are expected again from 6:00 p.m. until 6:00 a.m., Monday through Thursday.  The only electrical work expected to remain following next week is the installation of airfield signs, beacon tower, 4-box PAPI’s, and general site clean-up.

Access Road and Apron Rehabilitation

  1. Kilroy has completed excavation of the north apron, installed fabric, and completed import of sub-base P-154 material.
  2. Kilroy has completed excavation of the access road, installed fabric, and has approximately 2/3rds of the sub-base P-154 material in place.  They are continuing with P-154 import as wet weather allows.  Access via the road should be available at the end of Friday, although it will be over a gravel surface.  Traffic may be re-routed in the future for intermittent closures as the roadway base course gravels are prepared and the road paved.
  3. Kilroy has completed excavation of approximately 1/3 of the south apron and removed the concrete pavements in the area of the rehabilitation.  This excavation is expected to be completed next week, along with the import of P-154 sub-base materials.
  4. The north and south aprons, and access road are tentatively scheduled to be paved that week of September 8thwith the parallel taxiway.

AWOS III Relocation and Equipment Upgrades

  1. The conductor and conduit from the sewer lagoons to the AWOS site will be installed this next Monday.  Miscellaneous fencing improvements and concrete foundations will follow.  We do not have a schedule from the subcontractor relocating the existing equipment and installing the new weather equipment.  We expect that the AWOS will not be fully relocated until October.

Weekly construction update as follows:

 

Kilroy is continuing work on the main parallel taxiway extension with preparation of subgrade and import of gravel subbase material.  They are also hauling the crushed base coarse in areas that may be ready.

  1. Relocation of existing sewer main is occurring presently that will facilitate removal of existing infrastructure across the taxiway extension.
  2. Electrical work is continuing with the preparation of the foundation for the new beacon tower (~30’ east of its present location) and other miscellaneous work.
  3. There are no projected closures of the runway this week.
  4. The week of August 4this projected to have construction work commencing around the clock, with closures of the runway during the night from either 6:00 p.m. to 6:00 a.m., or 8:00 p.m. to 8:00 a.m. (exact time block yet to be determined).  These closures would be Monday through Thursday nights.  This will facilitate work within the runway safety area for installation of electrical conductor, sign bases, culvert, P-209 grading, etc.
  5. The week of August 4thwill be the start of the north apron reconstruction (north side of A5).  Hangar access will not be available for anything other than foot traffic, given that it is expected to excavate the apron 4’ deep.  The apron will be reconstructed to within approximately 15’ of existing hangar faces.  If hangar owners desire to reconstruct the remaining 15’ of apron, that coordination and expense is for them to work out with the Contractor.

In lieu of lengthy e-mails describing the proposed schedule we will try and keep it to short bullet points as follows:

  1. Kilroy will be starting the project Monday, July 7th at 7:00 a.m.
  2. A limited crew will be in place next week establishing haul roads, completing survey, and beginning the stripping and excavation of material along the alignment of the parallel taxiway extension and to the north of Aviat Taxiway,
  3. Vehicle traffic will be crossing Aviat Taxiway between the double cantilever gate and the turn-around at the existing A6 and A7 Taxiways.  Vehicle traffic will have to stop for stop signs on either side of the Aviat TW.  While aircraft will have the right of way, please watch for construction traffic crossing and in the immediate vicinity of that intersection.
  4. There is the potential to have the first airport closure (Tuesday, Wednesday, Thursday) the week of July 14th.  While this in tentative, we would like to give all users as much notice as possible.  It is proposed to not complete the closures back to back, but to complete the first one towards the beginning of the project and the second later on.

All,

On behalf of the Afton – Lincoln County Airport, we would like to be proactive in meeting with airport users whom may be impacted by the proposed project(s) this summer at the airport.  In conjunction with the Federal Aviation Administration and Wyoming Department of Transportation Aeronautics Division, the Airport is proposing to extend the parallel taxiway to the north of the existing apron to the approach end of RW 16 for a full length parallel taxiway.  A second project involves rehabilitating a portion of the runway lighting system.  A third project is the reconstruction of existing Airport Road (airport access road) north of Papworth Lane and several areas of existing apron.

I will be in Afton the week of February 24th for work associated with the above project(s).  If you are available, Rick Sessions (Airport Manager) and myself would like to meet individually (as separate groups) with any representatives of Aviat, Afton Airpark homeowners, and Town of Afton staff among others to address potential options for reducing impacts to your respective areas of interest, address questions that may have arisen from the design to date, and address any questions that you may otherwise have.

Regarding times to meet, we would like to get things addressed in advance of the Airport Joint Powers Board meeting that is held at 5:00 p.m. on Wednesday, February 26th.  That way if any questions have been brought up through this process we can try to get timely answers from the Board on a desired course of action.  We intend for any meeting with you to be rather informal, but informative.  If there is a time that works better for your schedule sometime between Monday (Feb. 24th) mid-morning and Wednesday (Feb. 26th) afternoon please let Rick Sessions or I know as soon as possible.  I can be available early in the morning to late into the evening if that works better for anyone.  Rick’s attendance may be limited based on obligations to clear snow at the airport.  If Thursday morning is the only time that will work, or a later week/date altogether, we can do our best to facilitate that.  Future meetings can be established if there is an identified need.
